need some info

I will be in St Johns for 2 weeks beginning on the 20th working on a cabin and possibly fishing with a friend who is a novice to fly fishing. Not going to tow a boat up there, or any other type of floating devise.
What are the current regulations/restrictions on Silver Creek ??
Where to buy daily licenses for the Black River ?
