The black is open east of the reservation - south of Big Lake. That's state land. You may want to consider that - although from the valley it's a drive.

As far as lodging goes - I like the Octagon house. Make sure to stay in the main house and not in the cabin. It's reasonable and has all the amenities of home.

That's sort of what I thought. Sad really but it's good to know that the fish in the upper section will be protected. Guess I'll try and get a couple more days on the creek before the 1st.
