1: Take a 3" X 1/8" piece of closed-cell sheet foam and make a twisted body section.Tie in slightly forward of the middle of the shank. (
take the piece of foam in both hands and roll it between your index finger and thumbs twisting it.)
2: Even in some tips of natural elk hair. Tie in the elk hair with the tips even with the extended body.
3: Cut a section of closed -cell foam 3/4" long by 1/4 wide. Poke a hole through the center of the foam and push the eye of the hook through the hole and bind it down forming the head. Trim the protruding foam.
4: Tie in rubber legs on each side to finish the hopper.
BTW - this hopper slayed them at Hurricane when I went there yr before last
